[Madlug] pascal help

I am trying to write a traceroute program in pascal,
but i need some help. My problem is i dont know
anything about networking in pascal. I need to know
how to send a udp packet to a machine on an unused
port and wait for either a time exceeded error message
or a port closed message. How would i do this?
